On November 5, 2009, Don Stivers, noted military artist, passed away - he was the painter of USAWOA commissioned "The Quiet Professional" and LET GO! limited edition prints. For nearly six decades, Don Stivers has captured the poignancy and peril of history’s most storied battles, from Bull Run to Bastogne to Baghdad. Whether his subject is significant to our nation as a whole, or of deep personal import to the individuals involved in each painting, Don’s attention to accuracy and emotional detail has made him one of our generation’s most appreciated military artists, and his prints are collected and cherished by soldiers and enthusiasts the world over.

Warrant Officers Heritage Foundation (WOHF) announces Warrant Officer Memorial design
- on November 3rd Foundation Chairman of the Board CW5 (Ret) Richard Markle visited the Army Historical Foundation (AHF). During the visit the WOHF proposal was presented for approval to fund and place six granite benches in the Memorial Garden of the National Museum of the U. S. Army (NMUSA) engraved in memory of our Fallen Warrant Officer Comrades. The theme is "SOME GAVE ALL - ALL GAVE SOME" with each bench engraved to cover a period of conflict, i.e. 'THE WORLD WARS", “KOREA”, “VIETNAM”, “PANAMA - SOMALIA – HAITI”, “PERSIAN GULF” and “GLOBAL WAR ON TERROR”. Also during the visit, Markle presented a $5,000 check to the National Museum Capital Fund Raiser in behalf of the Warrant Officers Heritage Foundation and the U. S. Army Warrant Officers Association (USAWOA). Also presented were two copies of WARRANT The Legacy of Leadership as a Warrant Officer history book, one for the NMUSA Research Library and the other as a desk reference for the AHF Historian. Also on November 6th, WOHF Historian Emeritus CW4 (Ret) Don Hess and USAWOA National President CW5 Gary Nisker announced the Memorial Bench design and the $5,000 donation to the NMUSA Fund Raiser to the attendees at the USAWOA 37th AMM in Salt Lake City. Also announced was a campaign to raise $100,000 toward construction of a Warrant Officer Historical Exhibit commemorating the 100th Birthday of the Army Warrant Officer Corps in July 2018 - see more. 2010 U.S. Army Calendar from the National Museum of the U. S. Army - Thanks to the efforts of USAWOA Member CW5 Dennis Erickson it recognizes the 9 July 1918 birth of the Army Warrant Officer Corps. Additionally each month contains a picture and biography of a soldier in the Registry of the American Soldier listed on www.armyhistory.org, the website of the Army Historical Foundation. USAWOA Member CW4 (Ret) Tom Hennen, the Army's first and only Warrant Officer Astronaut is featured on the May calendar. The 2010 U.S. Army Calendar from the National Museum will be available for purchase on October 30th for $10. Don Stivers’ Warrant Officer Print “LET GO!” - USAWOA offers the unique Warrant Officer art by the late contemporary military artist Don Stivers. One thousand prints were commissioned. Each bears the USAWOA logo, serial number, & the signature of the late artist's daughter . The artwork commemorates the birth of the Army Warrant Officer Corps: that being the July 1918 act of Congress founding the Army Mine Planter Service as part of the Coast Artillery Corps. The act designated warrant officers to serve as masters, mates, chief engineers & assistant engineers of mine-planting vessels - see more.

Army Experimental Test Pilot FY10 Training Program Selection Board - An OPMD selection board will be conducted on or about 15 Feb10 to select both commissioned and warrant officers for the Army Experimental Test Pilot Program. Commissioned officers are automatically accessed into the Army Acquisition Corps where they serve the remainder of their careers. Selection for the program is made on a best-qualified basis. Landmark Legislative Victory for Veterans - On Thursday, October 22, 2009, President Obama signed H.R. 1016 into law. Public Law 111-81 secures timely funding for veterans’ health care delivered through the Veterans Health Administration (VHA) H.R. 1016 authorizes Congress to approve Department of Veterans Affairs (VA) medical care appropriations one year in advance of the start of each fiscal year. An advance appropriation provides VA with up to one year in which to plan how to deliver the most efficient and effective care to an increasing number of veterans with increasingly complex medical conditions. Additionally, VA will be required to detail estimates in the budget documents it submits annually to Congress. Each July, the VA will be required to report to Congress if it has the resources it needs for the upcoming fiscal year in order for Congress to address any funding imbalances. DoD To Implement Retroactive Stop Loss Special Pay -
The Defense Department announced today the services' implementation plans to provide retroactive stop loss special pay. Active, reserve and former service members who had their enlistment extended or retirement suspended due to stop loss are eligible for this special pay, if they served on active duty between Sept. 11, 2001 and Sept. 30, 2009. Service members may begin submitting their claim for retroactive stop loss special pay on Oct. 21, 2009. In accordance with the 2009 Supplemental Appropriations Act, all applications must be submitted to the respective services no later than Oct. 21, 2010. Eligible personnel will receive a payment of $500 per month for each month (or any portion of a month) that a member was retained on active duty due to stop loss. Applicants for retroactive pay who are no longer in the military had to be honorably discharged, and for those who were stop lossed in fiscal 2009, may only receive payment from one stop loss authority – either the money appropriated for stop loss special pay in the Duncan Hunter National Defense Authorization Act for Fiscal Year 2009, or the money allocated for retroactive stop loss special pay in the 2009 Supplemental Appropriations Act, but not both. Service members must provide documented proof they were stop lossed with their claim. ALARACT Message 276/2009 Withdrawal from College Courses for Military Reasons, 061814Z OCT 09 i
s to advise battalion commanders/LTC's of the responsibility in approving memorandums which support Soldiers' withdrawal from college courses funded with army tuition assistance (TA) due to military reasons. The US Army Audit Agency identified that military withdrawals were being processed without being confirmed by the battalion commander. Headquarters Army Education reviews requests for withdrawal due to military reasons. A withdrawal without a memorandum signed by the battalion commander or first lieutenant colonel in the chain of command will be returned to the Soldier for appropriate action. Awards and Decorations
Delegation of Awards Approval Authorization & Legion of Merit Approval - Effective 14 Oct 09, the Assistant Secretary of the Army (Manpower & Reserve Affairs) (ASA (M&RA)) has approved the following changes to AR 600-8-22, Military Awards. Commanding generals may delegate, in writing, peacetime awards approval authority to their deputy commanding generals (DCGs) commensurate with the DCGs rank. DCGs are further defined as Army officers in the rank of O7 (including O6(P) in a general officer billet) and above. Commanders in the rank of lieutenant general (LTG) may approve all recommendations for award of the LOM to US Army personnel (except for general officers) assigned or attached for duty to their commands. This authority may be delegated to LTG DCGs in accordance with the above criteria. See ALARACT 309/2009 dated 30 OCT 09 for details.

This award recognizes company grade officers who demonstrate the ideals for which General MacArthur stood -- Duty, Honor, Country -- and promotes and sustains effective junior officer leadership in the Army. CW4 Michael J. Novosel Award for the ROA Outstanding Warrant Officer of the Year - ROA and the Warrant Officers Committee are pleased to announce the 2010 competition for the CW4 Michael J. Novosel Award for the Reserve Officers Association Outstanding Warrant Officer of the Year. This will be the eighth presentation of the award, which was approved at our National Convention in Boston in 1998. The award was established to annually recognize the achievements and dedicated service of warrant officer members of ROA. The award will be presented on 8 February 2010 during the ROA Mid-Winter Legislative Conference (7-10 February 2010) in Washington, DC. AAFES Gift Cards Go Worldwide Through the Exchange Online Store - After months of testing and years of planning, the Exchange Online Store at www.aafes.com, www.usmc-mccs.org and www.navy-nex.com began accepting AAFES gift cards at the end of Sept. Online redemption requires users to simply enter the AAFES gift card number as it appears on the back of the card and a unique pin code (also on the card). While only authorized military shoppers can redeem an AAFES gift card at a BX, PX or even online, any American can send an exchange gift card by calling 800-527-2345 or logging on to www.aafes.org and clicking “Gift Cards/Certificates for Our Troops” icon. Commissaries offer gift vouchers in time for holidays - The Defense Commissary Agency is offering gift vouchers at all of its 255 commissaries. These vouchers are available in $25 denominations. Anyone may acquire gift vouchers; however, only commissary authorized patrons may redeem them. Vouchers will be available at commissary customer service areas, cash offices and from cashiers at full-service checkout lanes. No additional fees will be added to the cost of purchasing or redeeming the voucher. These sequentially serialized paper gift vouchers, which can be redeemed at any commissary, cannot be exchanged for cash. DeCA is not responsible for lost, stolen, destroyed or mutilated vouchers, and its commissaries have the right to refuse any voucher that appears to be altered, copied, or the serial number is unreadable or missing. 10/29/09

New TRICARE Video Counseling Can Help Military Families See "Eye-to-Eye" with Their Problems - From deployment worries to strained relationships to dealing with a tragedy, TRICARE is testing a new video counseling service to help military members and families see “eye-to-eye” with their problems. The TRICARE Assistance Program (TRIAP) is just one of several ways to get convenient, confidential help through a licensed behavioral health counselor. Services are available to any active duty service member (ADSM) in the United States, their spouse, and other eligible family members 18 years of age or older. All that’s needed is a computer, Webcam and the associated software. TRIAP “visits” are unlimited and include assessments, short-term counseling and, if the TRIAP counselor determines more specialized care is necessary, referral to a more comprehensive level of care. VA Seeking Assistance of Nation's Banks in Cashing Emergency Education Payments for Veteran-Students - The Department of Veterans Affairs (VA) is issuing advance educational benefit payments to Veteran-students in the form of US Bank business checks. These emergency checks are issued in amounts not to exceed $3,000 for Veteran –students who have applied for educational benefits and who have not yet received their VA payment. So far the biggest glitch in the VA GI Bill Emergency Payment process is that some veterans are having difficulties cashing their GI Bill advance payment checks. VA is soliciting the support of local and national banks to honor and cash these emergency checks written to our Nation’s Veteran-students. In many cases these checks are handwritten and could pose concerns of fraud from banks. We have been receiving a lot of calls and e-mails with concerns from members that the proposed National Health care plan will deny them TRICARE or TRICARE For Life coverage. Anxiety has been increased by both public debate and viral e-mails that are reinforcing apprehension. The rumors about TRICARE being axed resulted from a Congressional Budget Officer Report. Congress urged to block Tricare fee increases - A Tricare fee increase announced last week is being blocked by Congress after two influential military officers groups accused the Defense Department of reneging on a promise of a one-year moratorium on any increases in out-of-pocket patient costs. The associations take issue with a $110-a-day increase in inpatient hospitalization charges for military retirees and their families using Tricare Standard - See Armytimes.com article.

VA Announces Online Emergency GI Bill Sign Up - on Friday, October 2nd, VA's 57 regional benefits offices began providing on-the-spot emergency payments up to $3,000 to students who have applied for their education benefits but who have not yet received a government payment. Citing the distance many Veterans would have to travel to apply in person at a VA benefits office, Veterans can also apply online at www.va.gov. The online application will guide Veterans through the process to supply needed information. Online applicants will receive their emergency payments through the mail after processing - see VA Press Release for more information.

MILPER MESSAGE NUMBER 09-268 CRITICAL SKILLS RETENTION BONUS (CSRB) PROGRAM FOR MILITARY INTELLIGENCE WARRANT OFFICERS ISSUED: [09 NOV 09]. This message continues the critical skills retention bonus (CSRB) program for select MI warrant officers from 1 Oct 09 to 30 Sep 10. This program is for active duty warrant officers only. AGR and mobilized reserve/national guard are not authorized to participate in the program. This message extends the MI warrant officer CSRB program for retirement-eligible career warrant officers in specific MOS of 350F, 351L, and 351M with between 20 - 23 years active federal service, and who are fully eligible for continued service. These warrant officers may request CSRB entitlement up to 25 years active federal service. See the message for more information.
