David P. Welsh was born on December 17, 1939 in Brookline, Massachusetts. He entered the Army Reserve on 14 January 1957 as a Private E-1. After completion of basic training and advanced infantry training, he reenlisted in the Regular Army on 11 September 1958. After training at the Army Security Agency (ASA) School and Center at Fort Devens, MA, he served at ASA sites in Germany. He was released from active duty and returned to the Army Reserve on 25 July 1961. In 1964 he was employed as a dual-status Army Reserve Technician (ART) with Reserve status as a Personnel Sergeant. He was discharged as a Staff Sergeant and appointed as an Army Reserve Warrant Officer 1 (WO1) on 23 April 1965. Mr. Welsh reentered active duty in June 1983 as a Chief Warrant Officer 4 (CW4) in the Active Guard-Reserve (AGR) program of the Army Reserve. He was designated as a Master Warrant Officer (MW4) on 7 March 1991 and was promoted to Chief Warrant Officer 5 (CW5) on 18 November 1992. He served on active duty in AGR assignments until his retirement.
Mr. Welsh entered the Army's retired rolls on 1 October 1998 with 41 years, 8 months, 17 days of service (21 years, 8 months, 11 days service in the Army Reserve and 20 years, 6 days of active duty)

Mr. Welsh is married to Kathleen "Kay" Pelletier of Westborough, MA. They currently reside on Chincoteague Island on Virginia's Eastern Shore. They have four children, nine grandchildren, and three great grandchildren.
