SELECTION AND SCHEDULING OF WARRANT OFFICERS FOR ATTENDANCE AT THE WARRANT OFFICER ADVANCED COURSE (WOAC), WARRANT OFFICER STAFF COURSE (WOSC), AND WARRANT OFFICER SENIOR STAFF COURSE (WOSSC)

SUBJECT: SELECTION AND SCHEDULING OF WARRANT OFFICERS FOR ATTENDANCE AT THE WARRANT OFFICER ADVANCED COURSE (WOAC), WARRANT OFFICER STAFF COURSE (WOSC), AND WARRANT OFFICER SENIOR STAFF COURSE (WOSSC).1. THE DE-LINKING OF WARRANT OFFICER TRAINING AND EDUCATION FROM PROMOTION IS EFFECTIVE IMMEDIATELY. CHANGES TO ARMY PUBLICATIONS, MANAGEMENT PROCESSES, GUIDANCE TO PROMOTION BOARDS, AND ARMY TRAINING REQUIREMENTS AND RESOURCES SYSTEM (ATRRS) WILL BE MADE TO SUPPORT THIS DE-LINKING.
2. FIGHTING THE GLOBAL WAR ON TERRORISM WHILE SIMULTANEOUSLY TRANSFORMING THE ARMY REQUIRES US TO OPTIMIZE OUR LEADER DEVELOPMENT OPPORTUNITIES WHEREVER POSSIBLE. WE MUST MAKE FUNDAMENTAL CHANGES IN HOW WE MANAGE OUR EDUCATION SYSTEM TO ENSURE WE HAVE THE ABILITY TO GET THE RIGHT OFFICER, TO THE RIGHT SCHOOL, AT THE RIGHT TIME. FREQUENT DEPLOYMENTS COMBINED WITH REQUIREMENTS OF MODULARITY AND FORCE STABILIZATION DRIVES THE NEED TO DE-LINK TRAINING AND EDUCATION FROM WARRANT OFFICER PROMOTIONS. DE-LINKING WARRANT OFFICER TRAINING AND EDUCATION FROM PROMOTION WILL ALLOW COMMANDERS TO SCHEDULE WARRANT OFFICER ATTENDANCE AT PME SCHOOLS BASED UPON UNIT ROTATION AND RESET CYCLES.
A. ACTIVE DUTY LIST (ADL) WARRANT OFFICERS WHO HAVE SUCCESSFULLY COMPLETED THE PHASE I PREREQUISITE OF THE WOAC AND MEET ALL OF THEIR RESPECTIVE BRANCH PROPONENT REQUIREMENTS FOR ATTENDANCE TO PHASE II OF THEIR WOAC MAY REQUEST ATTENDANCE TO PHASE II OF THEIR WOAC FOLLOWING PROMOTION TO CW2. ADL WARRANT OFFICERS SHOULD ATTEND PHASE II OF THEIR WOAC PRIOR TO CONSIDERATION FOR PROMOTION TO CW3. ADL WARRANT OFFICERS MAY REQUEST TO ATTEND THE WOSC AFTER PROMOTION TO CW3 BUT SHOULD ATTEND THE WOSC PRIOR TO CONSIDERATION FOR PROMOTION TO CW4. ADL WARRANT OFFICERS MAY REQUEST TO ATTEND THE WOSSC AFTER PROMOTION TO CW4 BUT SHOULD ATTEND THE WOSSC PRIOR TO CONSIDERATION FOR PROMOTION TO CW5.
B. PERSONNEL CENTERS AUTOMATICALLY CONSIDER OFFICERS FOR LEADER TRAINING, EDUCATION, AND DEVELOPMENT COURSES AS THEY REACH THE APPROPRIATE PHASE OF THEIR CAREER MANAGEMENT MODELS. ACTIVE DUTY OFFICERS WHO WANT TO ATTEND A SPECIFIC COURSE OR SCHOOL SHOULD MAKE THEIR REQUEST KNOWN TO THEIR RESPECTIVE CAREER MANAGER PRIOR TO THE CLOSING DATE OF THE REQUESTED COURSE OR SCHOOL.
C. DECLINATION OF PME COURSES WILL NOT BE FAVORABLY CONSIDERED. ACTIVE DUTY WARRANT OFFICERS WILL FORWARD STATEMENTS OF DECLINATION THROUGH THEIR RESPECTIVE CAREER MANAGERS TO THE CG, HRC. THE OFFICER WILL BE REMOVED FROM ANY FUTURE CONSIDERATION FOR THE COURSE.
D. DEFERMENTS MAY BE REQUESTED. THERE ARE THREE CATEGORIES OF DEFERMENT: COMPASSIONATE, MEDICAL, AND OPERATIONAL. PROCEDURES FOR REQUESTING DEFERMENT ARE CONTAINED IN AR 350-1, PARA 3-20.
E. ARMY NATIONAL GUARD WARRANT OFFICERS WILL COMPLETE THE PHASE I PREREQUISITE AND PHASE II OF THEIR PROPONENT SPECIFIC WOAC PRIOR TO PROMOTION TO CW3. ARNG WARRANT OFFICERS WILL ATTEND THE WOSC PRIOR TO PROMOTION TO CW4 AND WILL ATTEND THE WOSSC PRIOR TO PROMOTION TO CW5.
F. ARMY RESERVE WARRANT OFFICERS NOT ON THE ADL WILL COMPLETE THE PHASE I PREREQUISITE AND PHASE II OF THEIR PROPONENT SPECIFIC WOAC BETWEEN THE SIXTH AND EIGHTH YEAR OF WARRANT OFFICER SERVICE OR BEFORE SELECTION TO CW3. ARMY RESERVE WARRANT OFFICERS WILL ATTEND THE WOSC BETWEEN THE 12TH AND 14TH YEAR OF WARRANT OFFICER SERVICE OR BEFORE SELECTION TO CW4 AND WILL ATTEND THE WOSSC PRIOR TO PROMOTION TO CW5.
