SUBJECT: Interim Policy Guidance: Warrant Officers - Federal Recognition and Personnel Actions
(NGR 600-101)
1. Effective immediately, guidance prescribed by NGR 600-101, dated 1 October 1996 is changed as follows:
a. Page 4. Paragraph 2-3b(1) is changed to read:
(1) USAR warrant officers transferring to the ARNG in the same grade and MOS.
b. Paragraph 2-6 is superseded as follows:
2-6. Procurement sources
The following personnel may apply for warrant officer appointment to fill authorized or projected position vacancies. Enlisted applicants must meet the DA MOS proponent prerequisites as outlined in DA circular 601 series (Warrant Officer Procurement Program).
a. Former officers and warrant officers to include officers of other uniformed services who have been determined qualified for appointment by proper authority. NOTE: Officer applicants for rated aviation positions are exempt from proponent approval provided they are determined fully qualified by a Federal Recognition Board.
b. Holders of Certificates of Eligibility, NGB Form 89a, as provided in paragraph 2-17 of this regulation. The appointment must be for the same MOS as entered on the certificate unless the applicant is determined eligible for entry into the WOES in the new MOS.
c. Graduates of the Warrant Officer Candidate School.
c. Page 4. Paragraph 2-7b(1) is changed to read:
(1) Applicants for technical specialties must be at least 18 and not more than 46 years of age on effective date of initial appointment. Applicants for rated aviation specialties must be at least 18 and not more than 29 years of age at actual entry into Initial Entry Rotary Wing (IERW) training.

d. Page 5. Paragraph 2-7h(4) is amended to read:
(4) Applicants must meet the height/weight standards of AR 600-9. Applicants that require attendance of Warrant Officer Candidate School must be able to pass the standard Army Physical Fitness Test without modification for entry into the course.
Paragraph 2-8c. line 2. Change NGB-ARO-TI to read NGB-ART-l.
e. Page 7. Paragraph 2-11b is superceded as follows:
b. Once determined qualified to enter the Warrant Officer Education System and a Federal Recognition Board, soldiers may be appointed as a Warrant Officer Candidate (WOC). Applicants appointed, as WOC to include those serving in AGR status will remove enlisted rank devices/chevrons from uniforms and wear the WOC collar insignia. WOC insignia will be removed and designation automatically terminated upon: graduation from WOCS; dismissal from WOCS when readmittance to WOCS is not recommended by school Commandant; or failure to complete WOCS within two years from date of appointment/reappointment as a WOC. Upon termination of WOC status, soldier will revert to and wear enlisted rank insignia for the grade held prior to appointment as a WOC. A new Federal Recognition Board action is required prior to reappointment as WOC.
f. Page 7. Paragraph 2-11c is changed as follows:
In line 5, change "Chapter 6," to read "Chapter 11"
g. Page 7. Paragraph 2-14f(4) is changed as follows:
(4) Commissioned and former commissioned officers and USAR warrant officers of the U.S. Armed Forces twice non-selected for promotion by a DA or Reserve selection board who have attained twenty years service creditable for retired pay eligibility or determined not qualified for the MOS sought without further training by a DA MOS Proponent, (see also para 2-15.i).
h. Page 8. Paragraph 2-1 5i is changed as follows:
i. Commissioned and former commissioned officers and USAR warrant officers of the U.S. Armed Forces twice non-selected for promotion by a DA or Reserve selection board who have not attained twenty years service creditable for retired pay eligibility. Waivers will only be considered if officer or former officer is predetermined by a DA MOS Proponent to be fully qualified in the applied for MOS, without further training.

i. Page 13. Paragraph 3-6 is changed as follows:
Subparagraph f. is deleted. Change subparagraph g. to read f.
j. Page 13. Paragraph 3-7, add subparagraph g. as follows:
g. When a technical specialty MOS re-designation is approved by a DA MOS proponent via Service School Academic Evaluation Report (DA Form 1059) or similar correspondence.
k. Page 17. Paragraph 4-3f is amended to read as follows:
f. Rated aviation warrant officers whose flight status is withdrawn for other than medical reasons will not be considered for assignment outside aviation specialties unless determined qualified by a DA MOS proponent for reclassification into a technical specialty Approval must be obtained prior to reassignment action
l. Page 18. Paragraph ~4d line 7, change word "lower" to read "other".
m. Page 18. Paragraph 4-8 line 3, delete duplicate word "are".
n. Page 19. Paragraph 6-3d(4) is changed as follows:
(4) Re-assignment caused by unit reorganizations (see paragraph 6-4).
o. Page 20. Paragraph 6-3f(2), 2nd sentence is changed as follows:
Change words "series or model" to read "series, model or category"
p. Page 24. Paragraph 7-7a(1) is amended to read as follows:
(1) Be in an active status and DMOS qualified. See paragraph 7-7d below for exception.
q. Page 25. Paragraph 7-9a. b. and d. is changed and sub-paragraph f. is added as follows:
a. The military education levels shown in Table 7-2 must be attained prior to the effective date of next promotion. See below for exceptions.

b. AGR warrant officers are encouraged but not required to complete all professional development courses in residence at an active Army school.
d. Add the following to end of paragraph: Enrollment and participation in any such course must have began prior to 1 Oct 96, otherwise, the pre-requisite studies for WOAC must be completed before promotion to Chief Warrant Officer Three (CW3).
ADD:
f. Aviation rated commissioned officers subsequently appointed as rated warrant officers are granted constructive credit for the Warrant Officer Aviation Advanced Course provided they have completed the Aviation Officer Advanced Course within 7 years from date of appointment as a warrant officer.
r. Page 26. Table 7-2 is changed as follows:
Change (* footnote) to read: *This requirement is effective 1 October 1998. As an exception, warrant officers who on 1 Oct 98 have attained 3 years time in grade as CW3 are not required to complete this course.
s. Page 26. Paragraph 7-10, last sentence is amended as follows:
The PA military education requirements for promotion to CW4 are as stated in Table 7-2 above.
t. Page 28. Paragraph 8-2 is amended to add the following sentence:
Although these are goals, a requirement exists for warrant officer applicants for certain MOS career fields to have achieved 6 hrs college level English or equivalent.
u. Page 33. Paragraph I 0-2a(3) line two insert "entitled to retired pay" between the words "officers " and "who".
v. Page 38. Appendix C. FOR MOS CHANGE ACTIONS: Add following to items 3 and 4; "when MOS is awarded by FRB action"
w. Appendix A. References are changed as follows:
AR 350-15 is changed to read AR 350-41.
AR 600-2 is changed to read 600-8-104.
AR 672-1 is changed to read 600-8-22.
