Foundation Purpose

  • Federal Employer Identification Number issued April 3, 2003

  • Granted IRS 501(c)3 Non-Profit status in July 2003

  • Foundation approved for Combined Federal Campaign in August 2004

  • Granted an IRS Final Public Charity Ruling in 2008

The Foundation is organized and shall be administered and operated exclusively to receive, administer and expend funds and carry on programs for educational purposes, within the meaning of Section 501(c) (3) of the Internal Revenue Code or the corresponding provision of any future federal tax law, including, but not limited to, acquire funds and make distribution of those funds to qualified and eligible persons. The United States Army Warrant Officers Association Scholarship Foundation will focus on providing scholarships to qualified members and family members of warrant officers serving in or retired from the United States Army, the U. S. Army Reserve and the Army National Guard of the various states and territories. Due to the frequency of relocations many of these family members do not have the opportunity to develop relationships which would result in their gaining assistance in the growing costs of obtaining a college education.

Foundation Scholarship Awards for School Year 2010-2011

 

     The Selection Committee worked very hard on Saturday 10 July 2010 and completed the review of the applications we received for scholarships this cycle.  A total of 27 applicants were received, one was not qualified to submit and one was mailed 20 days after the cutoff date and disallowed.  Of the 25 valid applications we are able to fund seventeen (17) $1,000.00 scholarships this year, based on the funds available.

     The Foundation thanks CW4 (Ret) William R. Buss, Committee Chairman, CW5 (Ret) Ken Fowler, CW5 (Ret) Ken Draper and CW4 (Ret) Harold Looney for their yeomen’s service in evaluating, scoring and rank ordering the applicants.  This is not a simple task and it grows in complexity each year as the submissions become more detailed and complex.

     Through the generosity of many folks this year we are able to provide several different scholarships.  We are awarding a four year on-line scholarship provided by Grantham University and the following $1,000.00 scholarships.  Four Allnatt Memorial Scholarships, two CW4  (Ret) Alfred C. Alexander Scholarships,( Chief Alexander donated two thirds of his USAWOA Annual Raffle winnings to the foundation in support of our programs), one Gina M Scalzo Scholarship donated by her parents CW5  (Ret) Richard and Mrs. Phyllis Scalzo and ten USAWOA Foundation Regular Scholarships.

     The participation of each and every USAWOA member contributing to the foundation both directly and by way of the annual International Combined Federal Campaign (CFC) are the vehicles by which we are able to provide this assistance to these very deserving young folks.  The foundation, its Board of Directors and all applicants thank each of you for your contributions to this program.

Combined Federal Campaign 2010

 

     The fall 2010 Combined Federal Campaign season is rapidly approaching and we want all to understand how important this campaign has been and will be to the USAWOA Scholarship Foundation.  Many of you should have read earlier NEWSLINER articles explaining that based on numerous factors the Board of Directors of the USAWOA SF has voted to end the annual raffle fund raiser and is now totally dependent upon your generosity in direct donations, allotments and the annual Combined Federal Campaign.  The past several years the donations contributed thru the Combined federal campaign have been decreasing.  Last year’s pledges were about 20% lower than the year before and this years are at about 27% below last year’s.

     While we have been receiving between 25 and 35 applications each year we have been averaging 15 awards, due to funding limitations.  At this time we have received 26 applications again this year.  If we are to continue making awards we need your assistance in the form of pledges and direct donations.

     There are several ways each of you can contribute to insure we can meet our award commitments.  First, you can set up an allotment to the USAWOA Scholarship Foundation and have finance make that allotment payment each month to the foundation account.  Second, you can have your financial institution create an Automatic Clearing House (ACH) transaction to be taken from your account on a recurring cycle, weekly, bimonthly, monthly, quarterly, etc and have those funds deposited in the foundation account.  Third, you can choose to make a pledge during the Combined Federal Campaign each fall and DFAS will make those transfers to the foundation as a one time or monthly allotment.  In this approach you must also include our CFC account number which is 11871In each of these instances the donor would have to provide PFCU’s nine digit routing number 256078446 and the USAWOA Scholarship Foundation’s MMSA account number 1875501-03-1 to the institution or payroll office where the funds would be coming from.  Finally, and the least consistent approach is for you to write a check and mail it to the foundation.

     Unlike some Military organizations our awards are just that awards or grants, not interest fee loans that the individual must repay.

     We hope that you believe the foundation is important enough that you are willing to make the commitment to a make an annual donation.  If each member made the commitment to donate even $10.00 per year this would generate more than $60,000.00 a year.  With our small overhead costs this would fund a larger number of awards and could even result in allowing for larger awards.

 


Member and Family Member Scholarship Information

 

The USAWOA Scholarship Foundation conducts various fund raising events. Substantial portions of the proceeds are set aside for the scholarship program. From these funds the USAWOA Scholarship Foundation awards scholarships of not less than $1,000 each to deserving and qualified applicants. These scholarships have been funded in the past by the generous donations of CW4 (Ret) John & Jean Allnatt; the Carrie A. Clayburn Memorial Scholarship funded by CW3 Linda & CW4 Myles Clayburn; and a scholarship funded and presented by Pentagon Federal Credit Union on behalf of USAWOA. This Scholarship Program is now totally operated by the non-profit USAWOA Scholarship Foundation.

 

Allnatt Scholarship Fund - In 2005 the USAWOA Scholarship Foundation received funding from the John and Jean Allnatt Estate as the probate is coming to an end and the attorneys serving as the executor distribute the estate.  The funding received is adequate to fully fund several annual Allnatt Scholarships - see more.

 

Grantham University Online Scholarships are also available to a limited number of USAWOA Members and their family members on an annual basis.

 

The window for submission of applications for all scholarships is January 1st to May 1st, each year.
