Looking for Subject Matter Experts for ARNET (Army Reserve Net).
Army Reserve Net has been around for over 4 years but from the amount of
members and activity on the site you would have thought it just started
a couple a months ago. We are looking to get the word out that Army
Reserve Net is a great place for Reservists, National Guard, Regular
Army and other interested military personnel, including civilians, to
share their expertise and experiences. We need subject matter experts
in all MOS's to make this a great forum for learning. But we can't
share this knowledge if you do not participate. Go to

topics, ask & answer questions, or just check out new information. It's

No Retroactive Early Retirement for Reserves
- Congressional
negotiators blamed themselves for leaving intact a reserve retirement
formula that treats the 600,000 National Guard and Reserve members who
mobilized before Jan. 28, 2008, differently from those who mobilized
later. Negotiators who prepared the final version of the 2010 defense
authorization bill rejected a Senate-passed provision that would have
made retroactive to Sept. 11, 2001, a retirement formula that allows
Reservists to begin drawing military retired pay 90 days earlier for
every 90 days of mobilization. That 90-for-90 rule, which allows Guard
and Reserve members to receive retirement before age 60 — when benefits
begin for most reservists — was left out of the final defense bill
because lawmakers said they could not find a way to pay for the benefits
under congressional budget rules. In their report accompanying the
defense bill, negotiators said they “would support the provision
provided that acceptable offsets are identified consistent with
budgetary requirements of both the Senate and the House of
Representatives.” Under congressional budget rules, if lawmakers want to
increase military retirement benefits, they must either reduce spending
on other federal entitlements or make a decision at the start of the
budget cycle to set aside more entitlement money for the Defense

USARC OPORD 10-017 (RETROACTIVE STOP LOSS SPECIAL PAY).
Retroactive stop loss
special pay is a special pay for any Soldier, to include former and
retired Soldiers, who served on active duty at any time from 11 Sep 01
to 30 Sep 08 and their enlistment or period of obligated service was
involuntarily extended or their established date of separation or
approved voluntary retirement was suspended by authority of Section 123
or Section 12305, Title 10, United States Code. Effective immediately,
USARC directs MSCs/DRUs to implement the new retroactive stop loss
special pay policies and procedures IAW provisions established in this
OPORD in order to compensate eligible Soldiers.

Retroactive Stop Loss Special Pay
- Army message announces Army policy and
procedures for implementation of retroactive stop loss special pay.
Retroactive stop loss special pay is a special pay for military members,
to include members of the reserve component, former and retired members
under the jurisdiction of the Secretary who while serving on active duty
at any time from 11 Sep 01 to 30 Sep 09, their enlistment or period of
obligated service was involuntarily extended or whose established date
of separation, release from active duty, or approved voluntary
retirement was involuntarily suspended by authority of either Section
123 or Section 12305, Title 10, USC (commonly referred to as stop loss
authority). This special pay is specifically authorized to be claimed
retroactively as provided in this message. Each service member or
survivor must file a claim for retroactive stop loss special pay not
later than 21 Oct 10. See

Exception to AR 135-100 to appoint Commissioned Officers as Warrant
Officers
- On 17 SEP 09 the Army Reserve G-1 issued a Memorandum issuing guidance
for appointing commissioned officers approaching mandatory removal or
removed from the active status for maximum years of commissioned service
to be eligible to become warrant officers -

service makes it easier for troops and veterans to file complaints about
violations of their employment rights. The Department of Labor's Veterans'
Employment and Training Service has developed an online process allowing
complaints to be filed electronically through easy-to-use
